An update the gfortran.texi's F2003/F2008 status.

	* gfortran.texi (Fortran 2003 Status): Mention finalization,
	deferred-length character support and input rounding.
	(Fortran 2008 Status): Mention that at termination
	signalling exceptions are shown.
