[libiberty] documentation markup and order fixes.

This patch avoids overly long lines in libiberty source files by using
the @-newline escaping that texinfo provides for its @def* macros.  The
gather-docs script needed to be adjusted for this.  The patch also
ensures the functions in the documentation are sorted and complete,
both as a result of the gather-docs change, and the splay-tree.c markup
fixes (see the diff of the generated functions.texi).

Bootstrapped on i686-pc-linux-gnu, ran 'make stamp-functions' and
'make info pdf html', ensured the output is now sorted.
