    always assume tgkill is present
    
    We do not support 2.4 Linux kernels anyway, and almost
    all newer 2.6 kernels should have tgkill syscall.
    
    Cleanup the raise situation, pt-raise.c is unused, sync
    raise.c with latest GNU libc.
