Introduce lr_datapath_group column in the load_balancer table of the SB
db.
Sync load_balancers applied to logical_routers to Load_Balancer table in
the SouthBound database.

Hi Lorenzo,

In the first version, Ilya mentioned that changing a column in the DB 
was not allowed. However, I think that having columns "datapath_group" 
and "lr_datapath_group" is not intuitive. This is especially true since 
ovn-sb.xml does not note that "datapath_group" only refers to logical 
switches.

I think that an alternate approach to this would be to do something 
similar to when the "datapath_group" column was added to load balancers.

1) Update ovn-sb.xml and state that the "datapath_group" column on 
load_balancers is deprecated.

2) Add a new "ls_datapath_group" column, but don't remove the legacy 
"datapath_group" column.

3) In ovn-northd, check if all connected ovn-controllers support the 
"ls_datapath_group" column. If they do, then use that column and be sure 
to clear the "datapath_group" column. If they do not, then use the 
"datapath_group" column instead.

4) In ovn-controller, prefer the "ls_datapath_group" column. However if 
the column does not exist or if it is empty, fall back to looking in the 
"datapath_group" column.

After this, we will have distinct "ls_datapath_group" and 
"lr_datapath_group" columns like you had in the first RFC, but it does 
not remove the existing "datapath_group" column.
