Add a table Library that has the following columns:
1. 'name' - the name of the library.
2. 'initialized' - true if this library is initialized.
3. 'config' - set of configurations for this library.
4. 'status' - string of the library initialization process.

'libraries' column is added to Open_vSwitch that has the added
libraries.
