Logic and code for clearing PCI_EXP_LNKCTL_CLKREQ_EN bit is correct, but
comment describing it is misleading. PCI_EXP_LNKCTL_CLKREQ_EN bit should be
hardwired to zero but mvebu hw allows to change it.
