Hi,

This patch adds the documentation to the FPU configuration fixes for 
Cortex-R7 and Cortex-R8 to changes.html for GCC9.

I have validated the html using the W3C validator.

Is it OK?

Looks good to me.  (And I'm happy to see all those improvements and
doc snippets around Arm. ;-)
