libstdc++: Turn memmove to memcpy in vector reallocations

Hi,
this patch turns memmove to memcpy where we can and also avoids extra
guard checking if block is non-empty.  This does not show as performance
improvement in my push_back micro-benchmark because vector rellocation
does not happen that often. In general, however, we optimize memcpy better
then memove (can inline it in some cases).  Saving extra 3 instructions
makes push_back more likely to be inlined though (estimate is now 23)

I also filled in PR112653.  I think for default allocator we should be
able to work out from PTA that the memmove can be memcpy.

Honestly I am not quite sure if I need to have the first
__relocat_copy_a_1 tempalte.  It handles the case we can't use memmove,
but in my limited C++ skills I don't see how to get rid of it or make it
a wrapper for __relocat_a_1 which is identical.

Regtested on x86_64-linux.

Just return std::__relocate_a_1(first, last, result, alloc) ?

It's not a member function.

Also not member functions.

These are also very confusing names, because they still fall back to a
std::move in the case that memcpy can't be used, so they are still
semantically a "move" operation not a "copy" operation. Calling them
"relocate_copy" suggests a copy.

This seems to be all uses of _S_relocate, so why not just change _S_relocate?

And _S_relocate is the only place in the library that uses
std::__relocate_a, so we could just change that to use memcpy instead
of memmove. That's technically an ABI change, as old code might have
instantiations of __relocate_a_1 which use memmove and new code would
have instantiations which use memcpy, and we don't know which
definition the linker will use. But we're claiming that both memmove
and memcpy are correct here, and the difference is just performance.
So I think it's a safe change.

If we want to add other uses of __relocate_a later, we can decide
whether they can use memcpy, and if not we can add a different
function that uses memmove instead (with a new name).

CC Marc Glisse who added the relocation support. He might recall why
we use memmove when all uses are for newly-allocated storage, which
cannot overlap the existing storage.

I think this check avoids calling memmove (or memcpy) with null
pointers, which would be UB.

For a vector which is initially empty, __old_start == __old_finish == nullptr.

So the reason seems to be because vector already used memmove before my
