Add a lto-section-names.h header

This is a change from the gomp4 branch which I think could go on trunk 
now. It removes some duplicated definitions and puts them in a header 
file. More definitions will be added to that header once offloading is 
implemented as on the branch.

Bootstrapped and tested on x86_64-linux, ok?

Ok.  Thouhg putting it in lto-streamer.h would be ok as well.
