[C++] Implement __is_convertible_to

... a slightly improved version of the patch: cleaned the ba_quiet
or-ing at the beginning of get_delta_difference_1, and added a comment.
Also added a couple of xfailed testcases for SFINAE vs access control,
inspired by the typical structure of a library-only implementation of
is_constructible exploiting SFINAE.

As usual, tested x86_64-linux. Is it Ok?

... consider this patch withdraw, at least for now: before Rapperswil 
the most urgent thing seems accumulating experience with a library-only
implementation of is_convertible exploiting SFINAE as currently
specified, thus failing *only* because of access control. I'm finishing
testing one ;)
