This patch backports the AArch64 support for Arm's Neoverse V1 CPU to
GCC 8.

Testing:
 * Bootstrapped and regtested on aarch64-none-linux-gnu.

OK for GCC 8 branch?

This is okay, as well as the GCC 9 and 10 backports.
