Use -ggnu-pubnames with -gsplit-dwarf

This patch forces the use of -ggnu-pubnames when using -gsplit-dwarf.
This is necessary so that the gold linker can generate .gdb_index
version 7.

No new regressions. Committed as trivial (has no effect if you're not
using -gsplit-dwarf).
