PATCH: Backport turning on -fomit-frame-pointer by default for 32bit Linux/x86

Hi,

Here are patches to backport turning on -fomit-frame-pointer by default
for 32bit Linux/x86 to ix86/gcc-4_4-branch and ix86/gcc-4_5-branch.

	-maccumulate-outgoing-args by default.
