A clean cherry-pick of Seth's patch from disco that adds optional
recompression support. At least one arm64 platform (xgene/u-boot) can not
handle the size of our uncompressed images. Verified that it works w/
linux-hwe-edge/bionic in ppa:dannf/fun.
