These are now quite out-of-date. Update to 2023 versions and bring in
those are are needed for the newer tool features.

This should match the msys version we use in Azure, which is neither
2019 nor 2023.  As part of splitting this series in to generic fixes
that MSYS work has exposed and MSYS work itself, please update Azure to
something newer, deal with any fall-out, and update this doc, thanks!
