Specify X86_TSC_TIMER_EARLY_FREQ for Quark SoC so that TSC as
the early timer can be supported.

The Intel Quark CPU runs at 400 MHz. If you follow my suggestion for
patch 10 to set the parameter in MHz instead of Hz, please adjust the
value to 400 here.
