Add support for setting a default timeout for the I2C port to the
device-tree. This is consumed by skiboot.

Series merged to master as of 49656a181133013d0b436db8052e23895ad4ff11

and I'm looking at bringing it into 6.0.x too as discussed because
reasons and *swear* *swear* TPM *swear*.
