[v5,40/44] target/loongarch: Implement vilvl vilvh vextrins vshuf

- VSHUF.{B/H/W/D};
- VSHUF4I.{B/H/W/D};
- VPERMI.W;
- VEXTRINS.{B/H/W/D}.
