This allows the host or guest RPC server to be forked off from the qemu-vp instance handling the communication between the host/guest. Eventually this will be rolled into a virtagent init that can be used by both qemu-vp and qemu (in anticipation of integrating qemu-vp/virtproxy as a chardev).
