WARNING: This is a LIE, the change doesn't do what the subject line
suggests.  Instead we just hack it to simulate the effect of
5c4010dd7f41 ("northd: Generate ARP responder flows only for reachable
VIPs.") in an ovn-kubernetes scaled deployment.
