'goto chain x' never worked for that case, since goto_chain was never initialized. There is only one goto_chain handle per action: ensure that gact never contains more than one 'goto chain' in a rule. If the fallback control action is a 'goto chain', copy it to tcf_action to ensure that goto_chain is properly initialized.
