It should be functionally equivalent, but I moved the bulk of the code from pci.c to aspm.c, since it's only used for ASPM. I also combined pci_ltr_encode() with the existing encode_l12_threshold(), since they were doing essentially the same thing. I'll reply to the patches with a few more comments.
