Add support for driver flags

Shows the current set driver flags in wpa_cli and
hostapd_cli.

Thanks, applied. Though, I removed the fixed "WPA_DRIVER_FLAGS_" prefix
from each flag entry in the output to make it look a bit nicer and
shorter.
