powerpc: sysdeps/powerpc configure cleanup

Current minimum binutils supported (2.22) has ".machine altivec" support
as default, so there is no need to add a configure check for such
functionality.  This patches removes the configure checks for it.

Checked on powerpc32-fpu and powerpc64.
