upc.lbl.gov seems severely misconfigured and returns 

  Forbidden

  You don't have permission to access / on this server.

  Additionally, a 403 Forbidden error was encountered while trying to use 
  an ErrorDocument to handle the request.

Gary, if you have contact with the admins or other links (I failed
to find good replacement), please advise.  In fact, any updates to
gupc.html are pre-approved.

For now I applied the patch below.
