This patch to libbacktrace avoids stripping a leading underscore from
symbol names on 64-bit PE COFF.  Bootstrapped and ran Go tests on
x86_64-pc-linux-gnu.  Committed to mainline.

* pecoff.c (coff_initialize_syminfo): Add is_64 parameter.
(coff_add): Determine and pass is_64.
