[committed] Step down as rtl maintainer

On reflection, I think it'd be better if I stood down as an rtl maintainer.
I'll still try to keep the MIPS stuff ticking over though.

Applied as obvious.

You might consider instead denoting yourself to reviewer status.  We do not have too many people reviewing rtl bits...

Hmm, this isn't really so obvious to me. In fact, it's rather surprising to me.

You're one of the best and most knowledgeable reviewer of patches
(RTL-related or otherwise). I'm not sure what reflection led you to
this decision, but I think it's an unfortunate one.

In any case, thanks for all the nice work you've done and are doing on GCC!
