The plan to maintain PRU hardware-specific specs in newlib tree has been
abandoned in favour of a new distinct GIT project.  Update the
documentation accordingly.

gcc/ChangeLog:

	* doc/invoke.texi (-mmcu): Add information about MCU specs.
