Don't add crtfastmath.o for -shared to avoid altering the FP
environment when loading a shared library.

	PR target/55522
	* config/loongarch/gnu-user.h (GNU_USER_TARGET_MATHFILE_SPEC):
	Don't add crtfastmath.o for -shared.
