These functions were deprecated in GCC 9.1.0 because they are never used
by the library. This patch removes them for GCC 11.

libstdc++-v3/ChangeLog:

	* include/bits/stl_tree.h (operator!=, operator>, operator<=)
	(operator>=): Remove deprecated functions.

Tested powerpc64le-linux. Committed to trunk.
