[Ada] SCOs: handle the Short_Circuit_And_Or pragma

This change ensures that "and" and "or" operators affected by the
Short_Circuit_And_Or pragma are considered as part of SCO decisions,
just like the "and then" and "or else" operators.

The following compilation must produce a decision SCO as shown:
