Use throw () / __attribute__((nothrow)) in quadmath.h

Hi!

None of the libquadmath functions can throw or serve as cancellation points,
therefore we should allow optimizers to assume that.

Bootstrapped/regtested on x86_64-linux and i686-linux, ok for trunk?
