introduce FOR_EACH_VEC_ELT and use it

I missed a couple of candidates in config/{bfin,rs6000}.  Are these OK
too?  (I'll roll them into the big patch if so.)

	* config/bfin/bfin.c: Use FOR_EACH_VEC_ELT.
	* config/rs6000/rs6000.c: Likewise.
