[10/16] Add hash-map-tests.c

Jeff approved an earlier version of this (as
unittests/test-hash-map.c):
 https://gcc.gnu.org/ml/gcc-patches/2015-10/msg03301.html

This version moves the tests to gcc/hash-map-tests.c and
updates them to the new style.

gcc/ChangeLog:
	* hash-map-tests.c: New file.
