[Ada] Fix PR other/52438

This removes s-taspri-lynxos.ads, which is unused, and converts the 3 last 
files under GPL V2+ (plus exception) to GPL V3+ (plus exception), as all the 
other similar files.  Applied on mainline and 4.7 branch.
