[07/12] sbbr/madt: Add initial tests to madt acpi table as per sbbr.

Server Base Boot Requirements (SBBR) specification is intended for SBSA-
compliant 64-bit ARMv8 servers.
It defines the base firmware requirements for out-of-box support of any
ARM SBSA-compatible Operating System or hypervisor.
The requirements in this specification are expected to be minimal yet
complete for booting a multi-core ARMv8 server platform, while leaving
plenty of room for OEM or ODM innovations and design details.

This change introduces test cases as per SBBR specification to fadt acpi
table. These test cases may be subset/superset of madt acpi table tests
already existing. However, to preserve "sbbr" classification, new file
is created, even when most of the code is re-used from acpi/madt.
It removes tests associated with x86 architecture and specifically
checks for GIC.

This seems to be derived from the other fwts MADT test, so we've got
code duplication here. Any specific reasons?

Yes. there is some code re-use. But this removes x86 specific Interrupt
controller tests and retains only GIC tests with additional tests
added.

This separation should be done conditionally, based on whether the
--sbbr option has been specified, or at compile time per architecture
for any tables that are architecture specific.

Not by duplicating code (and hence the maintenance burden).
