[v7,1/3] runc: new package

runC is a CLI tool for spawning and running containers according to the
OCP specification.

runC is used by the latest Docker engine versions, however, runc itself
is standalone and has no other dependencies.

If you get a reviewed/acked/tested tag on a patch in a series and if you do not
change it, you can keep the tag when you respin the series.
