[SRU,xenial,meta-hwe,v2] Add transitionals-oem to migrate users on 4.13 based OEM kernel to 4.15 HWE kernel.

4.13 OEM kernel is now EOL, and users should be migrated to 4.15 HWE kernel, because it's
enough to support all the hw and is supported for five years.

Yep, actually it was tested earlier this summer by folks testing OEM
upgrades.
