[v3] Update shared_ptr for noexcept

        * include/bits/shared_ptr_base.h: Use noexcept. Define special member
        functions as defaulted/deleted.
        * include/bits/shared_ptr.h: Use noexcept.
        * 20_util/shared_ptr/cons/43820_neg.cc: Adjust dg-error line numbers.
        * 20_util/weak_ptr/comparison/cmp_neg.cc: Likewise.

tested x86_64-linux and committed to trunk.
