convert frv to constraints.md

As $SUBJECT suggests.

I am unsure of what to put in the descriptions for
define_register_constraint.  Due to the brilliance of the licensing for
the documentation, I cannot copy the (somewhat internals-specific)
descriptions from md.texi.  The Wikipedia page has a link to a document
purportedly explaning the FR architecture, but AFAICS the descriptions
in that document bear little resemblance to what GCC implements.
Suggestions would be welcome.

Tested with cross to frv-elf.  OK to commit now, or wait until 4.7?

I could not find any publicly available documentation either.  Plus you 
are right, the code does not follow the documentation in frv.md anyway. 
  So I see no problem with just leaving the descriptions as you have 
them now.
