[google] Add README.google to document patches to be ported to trunk (issue4090046)

Description:
This patch adds a README.google at the top of google/integration.

The file contains information on what commits we should be porting to
trunk.  I've added the Fortran date change as the first candidate.

Simon, as you find others, please add them here.
