[1/1] Fix title for fy_DE

North Frisian language code is "frr" 
for fy_DE "fry" code is used which belongs to "Sater Frisian"
so "Sater Frisian and North Frisian Locale" renamed to 
"Sater Frisian"

Actually ISO 639-1 says fy is Western Frisian. [1] It does not
list any other variants of Frisian.

ISO 639-3 (three letter codes) lists: frr - Northern Frisian;
frs - Eastern Frisian; fry - Western Frisian. Also it lists
stq - Saterfriesisch (English name: Saterland Frisian). [3] [4]
Most probably your patch is wrong but feel free to provide
a reliable source of this information.
