	* function.c (instantiate_expr): Instantiate incoming rtl of
	implicit arguments, and recurse on VALUE_EXPRs.
	(instantiate_decls): Instantiate rtl and VALUE_EXPR of result.
	* var-tracking.c (adjust_mems): Reject virtual_incoming_args_rtx.
