Finally adding support for ARC boards in TravisCI.

To build for ARC boards we need to install Synopsys prebuilt toolchain
which we do here.

Thanks for doing that.
Just in case as proof of concept there's a running build with that
patch https://travis-ci.org/abrodkin/u-boot/builds/224296420

Note ARC boards are all built already so change is tested on real Travis :)
