[U-Boot,v5,1/3] sunxi: add basic V3s support

Basic U-Boot support is now present for V3s.

Some memory addresses are changed specially for V3s, as the original
address map cannot fit into a so small DRAM.

As the DRAM controller code needs a big refactor, the SPL support is
disabled in this version.

Changes in v5:
- Fixed the regression that A64 cannot build after applying this patch.
  (Added BOOTM_SIZE for 64-bit environment)
- Rebased on current sunxi/next.

- Enable PSCI for the SoC. (For virtualization support, although it
  seems to be a joke to use virtualization on systems with 64MiB DRAM)
