[i386] : Simplify vector modes -> vec_extract* splitter

    * config/i386/sse.md (vector modes -> vec_extract* splitter): Use
    explicit subreg RTX with operand 1.  Use VECTOR_MODE_P predicate
    to simplify split condition.

Bootstrapped and regression tested on x86_64-linux-gnu {,-m32}.

Committed to mainline SVN.
