[wwwdocs] Remove FSF address and reduce vertical spacing in footer

Something I had wanted to do for a while is to reduce our standard
footer in terms of text and size.  After my change in August this
is the next step.  Since the FSF web site itself does not refer to
the postal address any more, nor do the new copyright notices in
sources file I am removing this as well and play with layout a bit.

Installed and rebuilt the pages on gcc.gnu.org.

Remove the FSF address from the copyright statement and change two
paragraphs into one with a forced line break.

The guidance I had received from the FSF which lead to the footer we
are using is to mimick what is being used for www.gnu.org / www.fsf.org.
And that's what I did now. ;-)

Also, both sites have removed the FSF postal address, as have we in the 
individual copyright headers for our source files (where it used to be 
listed as well), so this is just a natural change.
