[iq2000,obj] remove TARGET_LIBGCC2_CFLAGS

Nick indicated it was OK to remove -G 0 from TARGET_LIBGCC2_CFLAGS.
The patch below deletes the definition.

Tested with cross to iq2000-elf.  Committed.
