[V5,1/3] devicetree/bindings: Add binding for operator panel on FSP machines

Add a binding to Documentation/devicetree/bindings/powerpc/opal
(oppanel-opal.txt) for the operator panel which is present on IBM
Power Systems machines with FSPs.
