Add a new LINK_XSTATS_BRIDGE_VLAN attribute and implement the
RTM_GETSTATS callbacks for IFLA_STATS_LINK_XSTATS (fill_linkxstats and
get_linkxstats_size) in order to export the per-vlan stats.
